Position Overview
The Safety Manager will provide districtwide construction safety oversight for LACCD projects, supporting safe and compliant execution across multiple active construction sites. The role is responsible for monitoring contractor compliance with OSHA regulations, contract requirements, BuildLACCD safety procedures, and OCIP requirements. The Safety Manager will conduct daily site safety inspections, lead safety discussions, review contractor safety plans and high-risk work activities, document observations and incidents, and provide safety reports and analysis to the Program Safety Manager and College Project Manager. The position requires strong field leadership, communication, and the ability to effectively manage safety priorities across multiple projects and locations.

- Required Qualifications
- 7 years of commercial construction experience in the US with a General Contractor
- 5 years' experience in California with a Contractor or major subcontractor
- 2 years' experience in construction of educational projects in a campus environment
- Strong experience managing field construction teams on multiple projects.
- Experience on demolition, renovation, and new construction building projects.
- Experience working on OCIP programs.
- All certificates and credentials must be active and current for consideration. Include a current copy of all certifications in resume package for verification.
- Hold a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP) - (including copy of certificate in resume package)
- Current First Aid/CPR/AED Certification - include copy in resume package for verification.
- Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint.
- Strong experience working with senior management and field teams on large building programs across multiple sites and locations.
- Experience participating in scheduled construction Meetings with Contractors and Project Managers.
- Strong experience in safety incident reporting and daily construction reporting for multiple projects.
- Ability to effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
- Ability to manage, control, and report safety incidents promptly in accordance with OSHA
- regulations and Owner's Requirements.
- Preferred Qualifications
- This is a districtwide role intended to serve all Los Angeles Community College District (LACCD) campuses. We'll assign roles based on program needs and project workloads across regions and campuses. Candidates should indicate regional preference on the qualifications form.
- Perform management oversight of construction activity on behalf of the client, and report on contractor regulatory and contract safety compliance on multiple project sites.
- Monitor compliance with all current OSHA requirements that relate to the specific construction projects.
- Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
- Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Support the Program Safety Manager, including but not limited to attending any required meetings or providing safety reports/analysis as requested.
- Attend construction meetings with the college project team and general contractor. Lead the safety topic (toolbox), report on site observations (Observation Report), and review the upcoming construction schedule for hazard preparedness.
- Perform ongoing construction site safety inspections and generate daily safety reports for all site visits.
- Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
- Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high-risk operations.
- Perform review of contractor-submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to Program Safety Manager.
- Perform and document safety orientation with contractor safety representative.
- Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.
- Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area.
- Ability to work in a fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects.
- Good written and oral communication skills.

Salary - $95,000/yr - $100,000/yr
